Our dedicated volunteer board members come to us with professional expertise and extraordinary passion, and they inspire us every day. Our board members help guide CASA of Clackamas County's vision and support our work. We’re deeply grateful for their time, their hearts, and their commitment to children in foster care in Clackamas County.

Dr. Julia Barnes, Board Chair
Senior physician in Obstetrics and Gynecology at NW Permanente
Julia grew up in the PNW and has called West Linn home since 2013.
She has practiced as an OB/GYN in Clackamas County since 2006. In addition to her physician responsibilities, she has also been a physician leader in her clinic and works with physician recruiting to ensure patients have the best physicians
She also has participated in state and federal legislative days speaking to senators and house representatives to promote women’s health
She is a recent board member and is committed to the CASA cause. As an OB/GYN physician, she appreciates the impact that neglect and abuse has specifically on young women and moms. She is dedicated to promoting CASA in caring and advocating for foster children.

John Boyd
John has 16 years of experience as a Registered Music Therapist - RMT and a Board-Certified Music Therapist - RMT-BC. The for 18 years he was a Licensed Professional Counselor (LPC) and practiced as a Child and Family Therapist in a school-based treatment program, a Case Manager in an Adolescent Unit in an inpatient psychiatric facility, a Psychiatric Review Coordinator reviewing child and adolescent psychiatric programs/facilities; and as the Community Outreach Specialist Child/Adolescent Medicaid Specialist for the Oregon Health Authority. He retired in 2019. He has been a CASA volunteer for more than 3 years and has found being a CASA as his way of giving back to his community using his professional skills to help children in the foster care system.
John Boyd
Jacob Mills
Jacob is a partner at Bridgetown Wealth Management and has been a financial advisor since 2004. Whether it pertains to financial services for his clients, community service for his
hometown, or raising his teenage daughter Payton, Jacob is guided by a responsibility to act on others' behalf and in their interests.
"Professionally, my clients' needs are my highest priority and every client has different needs. We build a relationship, have an extensive planning process, and aren't captive to any company or investment product. Personally, my community and my family are the top priority. I grew up in North Portland and try to give back to the neighborhoods that are experiencing tremendous transformation. And I'm trying to raise my daughter to be a happy, successful, participating member of our society."
For more than six years, Jacob has been an ambassador board member for Friends of the Children, a nonprofit focused on mentor-ship to transform the lives of Portland's most vulnerable children.
When he's not cheering from the sidelines of Payton's softball or basketball games, Jacob enjoys outdoor activities, golf and just relaxing with the family.

Richard Wayper
Bo Oswald, Vice Chair
Growing up I attended elementary school, middle school and high school in Clackamas County and I have deep and long connections with the Wilsonville and West Linn communities.
Following college, I worked for a large commercial general contractor and then as an in house construction & development manager for a privately held company. Following that and prior to joining Essex, I started and ran a construction management, inspection and consulting firm for over seven years. I am now one of the partners at Essex General Construction and I watch over our Portland operations.
While not at work, I enjoy spending time with my family, fishing, bird hunting, skiing, traveling and working on our property just south of Portland. My beautiful wife Krista and I have three amazing children (Chloe, Grady & Cormac) who keep us busy and are the center of our lives.
I am honored to be a part of CASA’s board and I look forward to helping the children of Clackamas County.
Bo Oswald, Vice Chair

Michael Clancy
Michael grew up in Clackamas County, and graduated from WLHS, and Lewis and Clark College. After a stint in the military, he came back and attended night classes at law school, and worked as a judicial clerk in the Clackamas County Circuit Court. He practiced for over forty years in Clackamas County, and as part of his practice he represented both parents and children in Juvenile Court on both delinquency and dependency cases, as well as serving on several community task groups and committees associated with that practice. After retiring, he made what felt like a natural progression into becoming a CASA volunteer, and is now pleased to belong to the Board as well.

Craig Tiffany
Craig Tiffany is a devoted husband to Brittainy Tiffany, who owns Tiffany Home Design. They’ve been blessed with four children and have called Clackamas County home for twenty years, cherishing the sense of community it offers.
Together, Craig and Brittainy co-founded the Tiffany Autism Foundation, driven by their shared commitment to supporting those affected by autism. Their efforts have raised over a million dollars for various autism organizations, a humbling experience that has deeply touched their hearts.
In his professional endeavors, Craig finds fulfillment in high-tech sales, where he strives to make meaningful connections with his clients. Outside of work, he enjoys coaching youth sports, leisurely rounds of golf, and treasured moments spent with his loved ones.

Randi Clark, Treasurer
AVP, Branch Manager – Umpqua Bank
Randi moved to Oregon in 2016 and has worked in the banking industry for 7 years. Utilizing her AA degree in Accounting and over 21 years in customer service and management skills she has been able to work her way up from a teller to the Branch Manager in 6 years. She takes pride in helping her clients achieve their financial goals and thrive throughout all stages of life, from children’s first accounts to helping people plan for their retirement.
The meaningful and impactful work CASAs do in our community for foster kids inspired Randi to join the board of directors in order to give back to her community in the most beneficial way.
Randi and her husband have been together for 15 years and married for 8 and they love spending time with their dog Winston, family and friends whether it’s BBQ-ing or playing board games.

Heidi Jeromanovs
Senior Financial Planner, Regional Director
Evergreen Gavekal
Heidi has enjoyed her 15-year career in various advice-giving positions within the financial services industry. In her current role, Heidi is a Senior Financial Planner and Regional Director at Evergreen Gavekal, a registered investment advisory firm. She works with high net worth families and individuals to create a custom financial plan that reflects their hopes for the future and the options for now. As a Regional Director, Heidi coordinates the marketing effort for Oregon and Southwest Washington and fosters meaningful relationships with referral networks in the area.
As a mom to two young boys, Heidi fully understands the importance of a consistent adult presence in a child's life. The meaningful role that CASAs have in the lives of vulnerable children inspired Heidi to join the CASA of Clackamas County Board.

Byron Stevens
Byron was born and raised in Spokane, Washington, and has called Clackamas County home since 2020. Byron’s father was born and raised in Oregon City, so it was only a matter of time before he returned back to the family roots.
Byron is a partner at the law firm Karr Tuttle Campbell, where he counsels privately held companies on corporate and transactional matters. Byron works with both buyers and sellers of privately held companies in all aspects of financings and acquisitions. Prior to law school, Byron was a 7th – 12th grade math teacher, coach and athletic director, where he saw first hand the importance of a community rallying around and supporting its children.

Keith O’Brien, Executive Director
Keith O’Brien joined CASA of Clackamas County as Executive Director in January 2022. Throughout his career, Keith has advanced missions that give children hope. He has grown the impact of every organization he’s been part of; allowing them to sustainably increase in both quantity and quality. Keith’s mission as executive director of CASA of Clackamas County is to combine the principles of servant leadership, generosity, and perseverance to grow and sustain the organization’s ability to change kids’ lives. Keith holds a Master’s Degree in Public Policy & Administration from Northwestern University and is a Certified Fundraising Executive. In his spare time, Keith can be found spending time with his wife & son or cooking a great meal.
Shari Fromm, Program Director
Shari began volunteering for CASA of Clackamas County in 2002. Shortly after, she was hired as office manager, then supervisor of CASA volunteers. She has been the Program Director since 2016, overseeing the volunteer program and program staff. Shari earned her Bachelor of Arts degree and Elementary Teaching Certification from California State University, Chico. She taught elementary school for thirteen years.
“I am asked many times how I can do this difficult work of advocating for abused and neglected children. I explain that I cannot do anything about the past and what has already happened to these children before they came into care, but I can help make a difference in their lives now to help them have a better future. Each time a child returns to a safe home or is placed in a safe, permanent home, is validation to the important work we do here at CASA of Clackamas County. Validation that we do, in fact, make a difference.”
When Shari is not advocating for children, she enjoys reading, hiking, taking road trips, yoga, and kayaking. She is the mother of three grown sons and a cat.
Dawn Cook, Senior CASA Manager
Dawn trains, supports, and supervises approximately 35 CASA volunteers, serving approximately 60 children. She also manages the program’s database and provides statistics for reporting and grant writing. She was born an advocate and having her own diverse background, felt CASA was a good fit for her. Dawn began volunteering for CASA of Clackamas County in 2007 and was hired in 2014. At 40 years old, she started college to get her associates degree. In 2016, she graduated with honors from Clackamas Community College receiving an Associates of Sciences/Human Services and a drug and alcohol counseling certificate (CADC1). She enjoys spending time with family and friends. She is most proud of her children--two teenage boys--Tommy and Charlie. As she would say, “They are my world!”
Josiah Harcey, Program Support Assistant
Josiah Harcey is CASA’s Program Support Assistant. He provides daily support to the CASA office and is in charge of operating CASA’s database, sending out mail, and gathering the numbers that help CASA run smoothly and generate support. He recently graduated from Multnomah University with a Master’s degree in Global Development and Justice. When he’s not at work, he can be found watching Netflix, reading, or playing guitar.

Tammy McKay, Philanthropy Officer
Tammy began working for CASA Clackamas County in February of 2024. She comes to us after working at Clackamas Community College Foundation as the Event Coordinator for 10 years. Tammy grew up in West Linn, graduated from West Linn High School and Oregon State University with an Early Childhood Education degree. She ended up in the non profit world after spending years volunteering on multiple boards including Marylhurst Early Childhood Center, holding babies in the NICU at Doernbecher Hospital and helping with procurement for organizations such as Make A Wish Foundation, Willamette United Soccer Club, Tualatin Valley Fire Golf Tournament, and many other local organizations.
With a passion for children, families, and non profit work, moving over to CASA Clackamas County to work as the Philanthropy Officer seems a natural fit. She’s very excited to be part of such an incredible team working toward the common goal of helping children.
In her free time, Tammy spends time with her husband (A firefighter in West Linn) walking their English Bulldogs, golfing or enjoying their five grown children. The two of them travel quite a bit back and forth to the east coast to watch their youngest daughter play lacrosse in college or visit their other daughter in medical school in New York.

Arianna Ebert, Community Engagement Coordinator
Arianna is the Community Engagement Coordinator for CASA of Clackamas County. In her position, she helps CASA of Clackamas County expand its presence in the community through outreach and events.
Arianna knew that she wanted to step right into the world of non-profit to make a difference. CASA of Clackamas County was the perfect fit. She offers a unique perspective, having had a GAL in her childhood. She is passionate about alleviating the trauma that children can face in the courtroom.
Arianna came to Oregon in July of 2020 after graduating from Edgewood College in Madison, WI with her Bachelor’s Degree in Communication Studies, focusing on Media and Messaging. In her free time, she runs her small business, hikes, and hangs out with her two adorable cats, Remi and Niko.
Melanie Hempel, CASA Manager
Melanie Hempel is a CASA manager who began volunteering as a CASA in 2011. Because she has seen the impact being a CASA has in children’s lives, she is committed to supporting CASAs and to engage in getting more CASAs for the children in care. She graduated with a Bachelor of Science in Psychology and Counseling from San Diego Christian College and is interested in the neurological functions of the brain as it relates to attachment and trauma-informed care. Melanie is often enjoying the beautiful PNW outdoors with her husband and two children on their hobby farm.
Tiffany Mitton, Senior CASA Manager / Training Manager
Tiffany Mitton, Senior CASA Manager and Training Manager, truly believes that children are our future, our most valuable resource, and that each child has worth as an individual. It is our opportunity and responsibility to support and help each child become a happy, successful adult. In addition to raising four children, Tiffany spent many hours volunteering in a variety of school, community, and church positions before joining CASA.

Kimberly Ficklin, CASA Manager
Kimberly Ficklin embarked on her journey with CASA in 2022, initially joining as a Court-Appointed Special Advocate (CASA). Through her dedication, passion, and relentless commitment to advocating for children's well-being, Kimberly quickly rose to the role of CASA Manager within a short span of time.
Drawing from her personal life experiences with domestic violence and navigating the challenges of poverty, Kimberly brings a profound understanding of the complexities and hardships faced by individuals and families in vulnerable situations. It is these very experiences that have shaped her unwavering belief that every child deserves to grow up in an environment where they are surrounded by healthy parents and robust support systems. Kimberly firmly advocates for the safety and protection of children, recognizing the pivotal role that caring and supportive adults play in shaping a child's future.
Kimberly's journey from a dedicated CASA volunteer to a compassionate CASA Manager exemplifies her tireless commitment to ensuring that the voices of children within the foster care system are heard, their rights are upheld, and their best interests are the driving force behind every decision made on their behalf.
In every endeavor she undertakes, Kimberly Ficklin is driven by a deep-seated passion for ensuring that children are provided with the love, care, and stability they deserve, advocating tirelessly for a brighter and safer future for every child under her watch.

Alyssa Showalter, Program Operations Assistant
Alyssa started volunteering at CASA of Clackamas County in 2019 and is now the Program Operations Assistant.
She is passionate about supporting vulnerable children in our community. Alyssa has a Bachelor's and Master's degree in Business Administration so she enjoys her role of helping to support the program on the backend.
Alyssa was born and raised in Clackamas County. In her free time she enjoys reading, spending time with family and staying active.

Kim Simon, CASA Manager
Kim is a CASA Manager who began volunteering as a CASA in 2022. Prior to joining CASA, she worked as a crisis-counselor for children and families who had experienced trauma. Her background includes working in adoption, the criminal justice system, and supporting parents impacted by domestic violence. She has also worked closely with school districts to prioritize diversity, equity, inclusion and belonging both in the classroom and at the district-level. Kim received her Bachelor of Science degree in Psychology from Cal Poly State University in California. In her free time, she enjoys exploring Oregon with her husband and two young sons.

AnnMarie Webster, CASA Manager
AnnMarie is a CASA Manager at CASA of Clackamas County. She has long been an advocate for the more vulnerable in our population and is excited to now make that a career with CASA. As an adoptee, she has a unique perspective for the children in care. She began as a CASA in April of 2019 and comes with a great deal of experience managing volunteers for various organizations. AnnMarie is a lifelong Oregonian and graduated with a Bachelor’s Degree in Social Sciences from Portland State University. She is married to her high school sweetheart, has 3 children (2 grown) and is a guardian/caregiver for her brother who is Intellectually Disabled. She is an avid traveler, loves to read and always has plans for the next great DIY home project.
